Elpidio Quirino , born in Vigan, Ilocos Sur in 1890 , came from a poor family and worked hard to finish his studies. He worked as a clerk, and studied law at the University of the Philippines, where he became one of the top graduates of the bar exams. His early life showed how strong and determined he was which then helped him in his presidency. President Elpidio Quirino started as a representative and later became a senator. He helped the country move toward independence and served in important government jobs like Secretary of Finance and Secretary of the Interior.
